Heather Marsh is a philosopher, programmer, and human rights activist, known for her influential work in horizontal governance theory. She is the author of the Binding Chaos series, a study focused on methods of mass collaboration.

Marsh's work has significantly impacted global movements such as the 2011 15-M movement in Spain and the global Occupy Movement. Her insights into power and organization, along with her comprehensive understanding of global human rights issues, have been fundamental in the transformation of the Anonymous collective into a worldwide activist movement.

In the early stages of Wikileaks, she played a crucial role by directing the attention of the organization's supporters towards human rights issues, although she left the organization in early 2012.
